What Is Ordinance Chapter 3143?
The Code of Ordinances Chapter 3143, Exterior Walls & Appurtenances; Parking Garages requires parking garage owners to have their structures inspected by a qualified inspector every five years. As of February 2024, all new and existing parking structures must abide by inspection laws to ensure public safety.

Inspections must be conducted and witnessed by a qualified inspector, by or on behalf of the
owner of the building. -
Inspections must be conducted using the most current ASCE 11 standard (Guideline for Structural Assessment of Existing Buildings).

All new inspections and reports must be completed and filed within one year of the effective Date (February 6, 2025). Successive inspections and reports must be completed every five years from the date of the original inspection report filed.

If the structure has already been inspected before the adoption of this law (February 2024), the owner must file a report of that inspection within one year of the effective date of the law.
Reporting Deadlines: The owner of a parking garage must conduct a critical inspection of the condition of the parking garage and appurtenances at least once every five years. The current deadline for these inspections is February 6, 2025.
What Structures Are Affected by This Ordinance?
Chapter 3143 affects owners of all multi-level parking structure of other than Type V construction intended for the parking or storage of motor vehicles. A parking garage may be accessory to a principal use or structure on a lot or may be the principal structure on a lot.
